Overview
The Patuxent Partnership (TPP) and
Maryland Technology Development Corporation (TEDCO) have collaborated and
contracted with the Naval Air Warfare Center – Aircraft Division (NAWCAD) to
facilitate transfer of technology being developed by the Navy into the
commercial sector. As a
dual-use program, the NAVAIR Technology
Commercialization Initiative (NTCI
) supports both development
of NAWCAD technologies for the commercial market (spin-out)
and development of
commercial technologies to meet
Fleet needs (spin-in).
Pre-Commercialization Fund (PCF)
The principal NTCI support mechanism is a
pre-commercialization fund (PCF) than can award up to $50,000 to for-profit
companies in support of technology development projects that fall within the
scope of NTCI. PCF awards are made
on a cost-matching basis, with company match determined by a sliding scale based
on company size. Proposals for PCF
funding must be submitted to the NTCI staff for review.
Spin-out development projects may require a license to
develop and sell NAWCAD
patents or other intellectual
property.
Licenses to NAWCAD technology must be
negotiated with the NAWC Office of Research and Technology Applications
(ORTA).
Application Procedures
A proposal for PCF to develop technology must include the following:

A
proposal cover sheet (format available from the NTCI office)
·
A
commercialization plan that outlines the steps necessary to transition the
subject technology to a viable product or service.
·
A specific scope
of work and budget that addresses one or more specific aims in the early stage
of the commercialization plan in a way that increases the likelihood of
successful commercialization · An outline of the funding necessary to complete the commercialization plan and the proposed sources for this funding.
Review of PCF Proposals
The NTCI staff will review each proposal according to published
evaluation criteria on a monthly basis.
Staff review may include consideration of the results of an independent
review of the proposal.
An NTCI Board with senior representatives
of TEDCO, TPP and NAWCAD will review the staff recommendation and make final
funding decisions.
Timetable It is anticipated that the entire review process will require approximately eight weeks from date of submission.
